Inconsistent treatment of pump storage and seasonal storage capacities: Plausibility checks by EEX have shown on 6th September that pump storage and seasonal storage capacities of some 1,600 MW have been announced as not available. This affects the information type “Available Capacities“ from 5th September 2010 onwards within the framework of the so-called voluntary commitment of market participants.
Some adjustments made in the technical information submission system of RWE are the cause of this non-availability announcement. Hereby it became clear that pump storage and seasonal storage capacities have been treated as conventional capacities so far. For the time being, this classification is canceled by the information provider as those capacities are usually part of the balancing market and not of the wholesale market as such. The announced non-availability is therefore not necessarily based on a technical non-availability. EEX cannot rule out that further information provider will go for a similar adjustments.
However, EEX and all parties concerned will immediately enter into a discussion to clarify how an identical treatment of pump storage and seasonal storage capacities can be safeguarded.
