The data under the heading "Voluntary commitments by the market participants" cannot be directly compared with the data reported under the heading "Publication requirements of the transmission system operators" as the voluntary section also contains units of less than 100 MW while is does not contain all units of 100 MW or more.
The reporting companies which are already taking part in "Transparency in Energy Markets" are shown under "Reporting companies". Furthermore, it is specified whether the reason for reporting regarding the generation unit is "statutory" (publication requirements for the transmission system operators), "voluntary" (voluntary commitments of the market participants) or "statutory and voluntary". http://www.transparency.eex.com/en/Information/reporting-companies
